The relationship between the national and the supranational or outright transnational decision-making has increasingly influenced the European political sphere since the First World War. The question of the role of parliamentary involvement in both spheres has remained unclear. Previous research has suggested that transnationalism tends to increase as parliamentarians coordinate their work across boundaries.

The organizing project has reconstructed and analysed the long-term development of European supra- and transnational foreign policy over the 20th century focusing especially on the national parliaments. The focus has been on the dynamic relationship between the parliamentarisation of foreign policy at the national level on the one hand and pressures to proceed towards a supra- and transnational decision-making in this field on the other. Debates in the national parliaments, among the public and the executive in connection with the construction of major international organisations have been explored. The analysis of parliamentary and archival sources has combined the methods of the history of political discourse with a contextualising interest in the political use of language and the methods of political history studied both in domestic and international contexts.
