KUULTO - Activating Cultural Participation in Local Communities

The Kuulto-project has two parts 2011-2013 and 2013-2015.  Finnish municipalities have faced many challenges since the late 1980s. The severe economic depression in the beginning of the 1990s caused enduring consequences in the municipal service production. At the end of the 2000s economic difficulties have once more forced municipalities to tighten their budgeting. Also the cultural sector has serious challenges to enable equality in peoples’ possibilities to access cultural activities and consumption.   The recognition of local cultural values, equal rights and cultural logic of the respective communities are essential in policy planning and decision-making. Community-based and participatory approaches strengthen empowerment of local inhabitants and make possible to increase both access in cultural life and local policy.

 

KUULTO-project analyses on citizens’ access and participation to cultural services in municipalities, which are funding their public cultural services in just a few euros/inhabitants. In the action research project the main questions are: how to generate new and sustainable practices for production of cultural services of municipalities and activating inhabitants, how to improve the achievability of cultural services, how to increase the access of cultural services and how to activate inhabitants into participation.  22 municipalities started in 2012 and they got extra funding from the project (4000 – 70000 euros). Project has an advisory panel with members from the Ministry of Education and Culture, Association of Finnish Local and Regional Authorities, Finland's National Board of Antiquities, Federation of Swedish Municipalities in Ostrobothnia for Education and Culture and University of Jyväskylä.

 

Further, Kuulto-project is collaborating in assessing Basic Public Services of culture in 2011-2012 and 2013-2014. The assessment of basic public services provided by municipalities is specified in the procedures for the Basic Public Services Programme governed by the Local Government Act. The assessment of access to basic public services produces information both regionally and nationally.

The evaluation report for 2012  will be complete in summer of 2014. The assessment for 2013 focuses in the elderly citizens services and what is role of the third sector of public culture services.)
