Maahanmuuttojärjestelmien muuttaminen tulevaisuuden osaamista varten (TRIM)

Strategisen tutkimuksen neuvoston rahoittamassa konsortiohankkeessa tutkitaan maahanmuuttojärjestelmää ja sen toimivuutta työmarkkinoilla. Mikä on maahanmuuttojärjestelmän kyky integroida maahanmuuttajat suomalaisille työmarkkinoille kestävällä ja oikeudenmukaisella tavalla, ja miten tätä järjestelmää voidaan kehittää.

Hankekuvaus

This transdisciplinary project explores the capability of the Finnish immigration system to integrate foreign-background people (both from abroad and already in Finland) in the Finnish education and labour market in an economically sustainable and just way, and implements steps to improve the system. To achieve this goal, we will focus on transitions. By transitions, we mean both individual progressions in studies and careers, as well as the institutional regimes that facilitate these transitions. The immigration system refers to the competence-based (work and study) and human rights-based (protection and family) subsystems. 

We will 1. analyze transitions in and between competence-based and human rights-based migration system and labour market mismatches; 2. analyze the capabilities of the immigration system (policies and performance) to facilitate and improve transitions; and 3. design and follow up interventions on these transitions to provide technological and organizational solutions to improve the performance of the immigration system. We approach this from the fields of economics, technology, education, migration and languages. We will first conduct a literature review to guide our conceptual framing and empirical analysis (WP2). We will then further analyze transitions (WP3) and policies (WP4), leading to the design, implementation, and evaluation of interventions targeting employer-jobseeker contacts and the policy system (WP5). 

The methodological approach includes quantitative (register-based observational analysis, quasi-experimental methods, randomized control trials, conjoint survey experiments), qualitative (longitudinal interviews, document analysis) and participatory (panels, co-creation with partners and participants) methods. 

Improving the immigration system together with key societal partners will enhance the functioning of the system in the future; an example of this is the yearly Migration expert panel, formed of representatives of key societal actors and researchers in immigration, that will continue to assemble after TRIM has ended. A perspective on AI as phenomena that change the dynamics of the labour market and as a tool to be leveraged and analyzed cuts cross the project. We consider the ethical aspects of AI design and usage throughout various transitions and conduct data and AI driven interventions to find solutions that foster a more sustainable migration system for the Finnish labour market.
