Dr. Tibor B. Borbély-Pecze as a Visiting Fellow at the Finnish Institute for Educational Research
Dr Borbély-Pecze works at Eötvös Loránd University in Hungary. His research addresses career guidance systems, the professionalisation of the field, and the competence requirements of career guidance practitioners. European countries differ considerably in how the education, tasks and professional practices of practitioners are defined, and his work brings these differences into comparative view. Alongside his research, he works closely with professional associations in Hungary, Slovakia, Romania and Czechia.
During the one-month visit, from 1 to 30 April 2026, Dr Borbély-Pecze examined the national competence framework for career guidance practitioners developed in Finland and considered it in relation to Hungary and other Central and Eastern European countries. The work drew on a benchlearning approach, which combines systematic comparison with reciprocal learning. The aim is not to transfer the Finnish model as such to another country but to identify effective practices and to learn from different solutions. The visit continued and strengthened long-standing collaboration with Finnish Institute for Educational Research and countries in Central and Eastern Europe.
