Biography

Dr. Borbély-Pecze Tibor Bors is a Hungarian expert in career guidance, lifelong learning policy, and employment services. With a PhD and habilitation in pedagogy, he has built a distinguished academic and policy-oriented career focused on the intersection of education, employment, and social development.

Dr. Borbély-Pecze has played a pivotal role in shaping Hungary’s lifelong guidance infrastructure, notably as the founder of the Hungarian National Lifelong Guidance Policy Council and the leader of the Lifelong Guidance System Development Programme (2008–2011). Internationally, he has contributed as a Strategic Policy Consultant for the European Lifelong Guidance Policy Network (ELGPN) and served on the Directing Board of the International Centre for Career Development and Public Policy (ICCDPP).

He is a NICEC International Fellow, a former Board Member of IAEVG, and a frequent speaker at global forums including WAPES, ILO, and CPESSEC. His expertise spans across Europe and beyond, with consultancy roles in countries such as Georgia, Jordan, Turkey, China, and Uzbekistan.

In addition to his policy work, Dr. Borbély-Pecze is a reviewer for several academic journals and continues to contribute to the advancement of career guidance theory and practice.

Research interests

My research explores how people navigate learning, work, and career transitions throughout their lives. I study lifelong career guidance, labour market change, education and employment policies, and career management skills, with a particular focus on Central and Eastern Europe. My work aims to support more inclusive and effective pathways between education, work, and society.
