I study the history of Occupational Safety and Health of Mental Work as part of the Occupational Safety and Health Administration in Finland between 1970's and 1990's how the law-based occupational safety and the surveillance of it has been defined, guided and controlled work-related (psychosocial) overload. There was the act which should had protect mental and physical health at work. Still the experience of work-related (psychosocial) overload has increased.
